Special Programs Branch
The Special Programs Branch uses available funds to promote community and economic development across the Commonwealth. The responsibilities of the Special Programs Branch include administration of:
- House Bill (HB) general line-items (non-coal)
- Renaissance on Main
- the Area Development Fund
- the Kentucky Cemetery Preservation Fund
- Energy Efficiency and Conservation Block Grants NEW

HB Line-Items |

The Special Programs Branch provides financial and programmatic administration on all HB general line-items (non-coal), special fund projects and Governor's Line-item special projects.

Area Development Fund |
 |

Kentucky Cemetery Preservation Fund |

Energy Efficiency and Conservation Block Grants |
 |
Designed to invest in the cheapest, cleanest and most reliable energy technologies – energy efficiency and conservation – which can be deployed immediately, the program empowers local communities to make strategic investments to meet the long-term goals for energy independence and leadership on climate change.
The EECBG program will provide $6.25 million to assist local governments in implementing strategies to reduce fossil fuel emissions, reduce total energy use and improve energy efficiency in transportation, building and other appropriate sectors. Additional purposes of the EECBG program are spurring economic growth and creating and retaining jobs under the American Recovery and Reinvestment Act of 2009 (ARRA).
Only county and city governments may apply for EECBG funding; however, a local government may apply on behalf of a non-profit agency. Local governments receiving EECBG funds through the DOE formula allocation are not eligible.

The Body Armor program is no longer under the direction of the Department for Local Government. It is now administered by the Kentucky Office of Homeland Security.
